COMPENSATION: Hourly Wage TBD $68,640 - $85,000
LOCATION: On-site - Riverside, CA (not remote work)

This role will be essential in supporting our HR operations, employee relations, payroll, and benefits administration, while ensuring compliance with California employment laws, ADA regulations, and Federal/State labor requirements. The HR Generalist will also contribute to Phenix Gateway 501(c)(3), our nonprofit organization focused on empowering individuals with barriers to employment.

RESPONSIBILITIES

HR Compliance & Employee Relations

  • Ensures compliance with Federal and State labor laws
  • Manages and reviews all disciplinary actions, workplace investigations, and workers’ compensation claims, ensuring compliance with company policies and reporting findings to the HR Supervisor or Leadership team.
  • Develops and administers human resources policies and procedures, ensuring proper implementation and interpretation.
  • Monitors personnel policies to ensure uniform compliance across departments.
  • Collaborates with external HR partners to ensure effective and comprehensive executions of HR policies.
  • Strong discretion in handling confidential and sensitive information.

Talent Acquisition & Workforce Development

  • Assists in recruitment efforts for all positions, including screening applications and conducting interviews to match experience with job-related requirements.
  • Supports workforce development initiatives, particularly those related to hiring neurodiverse individuals and individuals with disabilities.
  • Partners with Phenix Gateway (our partner non-profit organization) to align workforce initiatives with our commitment to inclusivity and career development.

Employee Performance & Engagement

  • Oversees employee engagement efforts, focusing on performance management, training, and retention strategies.
  • Works with HR leadership, external HR consultant, and management teams to recommend new policies, procedures, and approaches that enhance operational efficiency.
  • Manages overall employee development efforts, ensuring alignment with company goals and culture.
  • Manages training platforms including internal LMS and external course enrollment.
  • Creates and maintains training requirements for new and existing employees.

Payroll, Benefits, & Record Keeping

  • Manages payroll processing in collaboration with our payroll provider, ensuring accuracy in wages, taxes, and deductions.
  • Handles all payroll-related needs, including timesheet verification, payroll adjustments, wage garnishments, and compliance reporting.
  • Oversee benefits administration, including employee enrollments, terminations, and open enrollment processes.
  • Ensures compliance with California and Federal payroll laws, wage and hour regulations, and payroll tax requirements.
  • Maintains accurate payroll records, ensuring confidentiality and proper documentation.
  • Supports HR functions, including onboarding, personnel record-keeping, and employee inquiries related to payroll and benefits.
  • Collaborates with HR and management to ensure payroll and benefits align with company policies and workforce needs.
  • Works with special populations, including individuals with intellectual and developmental disabilities (IDD), ensuring compliance with ADA and inclusive payroll practices.

Neurodiversity & Workforce Support

  • Provides direct support to employees with intellectual and developmental disabilities (IDD), ensuring they have the tools, accommodations, and resources needed to succeed.
  • Collaborates with external partners, including the Department of Rehabilitation (DOR), Inland Regional Center, job coaches, and other workforce support organizations to facilitate employment success.
  • Works closely with management and leadership to develop and implement individualized support plans that address workplace accommodations and psychological well-being.
  • Advocates for neurodiverse employees, ensuring workplace policies align with ADA requirements and best practices for inclusive employment.
  • Facilitates training for staff and leadership on best practices for working with neurodiverse individuals, fostering a culture of inclusion and understanding.
  • Acts as a liaison between employees, management, and external service providers to ensure consistent communication, support, and follow-through on employment plans.
  • Supports career growth initiatives for individuals with barriers to employment, helping to create pathways for professional development within Phenix Technology, Inc. or with external partners.

Community Representation & Advocacy

  • Represents Phenix Technology, Inc. in the community, advocating for inclusive employment and workforce development for individuals with disabilities.
  • Attend external meetings, conferences, and community events
  • Engages with local, state, and national organizations to stay informed on inclusive hiring practices, workforce development programs, and policy updates.
  • May speak on panels, or participate in discussions, and provide insight into how businesses can support and promote employment for special populations.
  • Supports partnerships with nonprofits and government agencies to expand opportunities for individuals with disabilities within Phenix and beyond.

 

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in Human Resources, Business Administration, or a related field (or equivalent experience).
  • Minimum of 3–5 years of HR experience, including payroll processing, employee relations, and compliance.
  • Strong knowledge of California labor laws, ADA requirements, and HR best practices.
  • Familiarity with payroll processing and working with third-party payroll providers.
  • Strong ability to maintain confidentiality and handle sensitive information with integrity.
  • Experience in benefits administration, employee record-keeping, and HR compliance.
  • Excellent communication and interpersonal skills to work effectively with employees, leadership, and external partners.
  • Proficiency in HRIS and payroll systems (e.g., ADP, Paychex, or similar).
  • Ability to work with external partners such as the Department of Rehabilitation, Inland Regional Center, service agencies and job coaches to support neurodiverse employees.
  • Strong organizational skills and the ability to prioritize multiple tasks in a fast-paced environment.

 

IDEAL CANDIDATE QUALIFICATIONS

  • SHRM-CP, SHRM-SCP, or PHR certification.Experience working with diverse populations, including individuals with intellectual and developmental disabilities (IDD). 
  • 5+ years of HR experience with a focus on inclusive employment, workforce development, or working with special populations.
  • Previous experience in manufacturing, production environments, or organizations with neurodiverse employees.
  • Experience representing an organization in community partnerships, public speaking, or advocacy roles.
  • Knowledge of workforce development programs, grants, and funding opportunities.
  • Experience in employee training and development programs. Strong understanding of reasonable accommodations, psychological support in the workplace, and behavioral management strategies.
  • Bilingual proficiency (Spanish or ASL preferred) to better communicate with a diverse workforce.
