RIVERSIDE, CAGovernor Gavin Newsom has appointed Angel Sanchez, Jr. to the California State Workforce Development Board. As CEO of Phenix Technology, Inc. and founder of Phenix Gateway, Sanchez brings more than two decades of frontline leadership in inclusive hiring, manufacturing innovation, and community workforce development to the statewide board, which advises the Governor on building a resilient, equitable, and future-ready labor force.

Under Sanchez’s leadership, Phenix Technology, a Riverside-based manufacturer of American-made fire helmets, has become a national model for inclusive employment. Over 30% of the company’s workforce identifies as neurodiverse or has faced significant barriers to employment. The company, known for its Lean Manufacturing philosophy and award-winning workplace culture, was recently honored with the W.O. Lawton Business Leadership Award by the National Association of Workforce Boards and named Innovator of the Year by the Greater Riverside Chambers of Commerce.

In addition to his corporate leadership, Sanchez founded Phenix Gateway, a 501(c)(3) nonprofit organization that evolved from Phenix Technology’s internal workforce readiness initiative, “Opportunity for All.” Phenix Gateway delivers hands-on training, resource fairs, and career pathways for individuals with intellectual, developmental, and physical disabilities. Its community-driven mission has created transformative job opportunities and inspired partnerships across business, education, and government sectors.

Sanchez currently serves on the Riverside County Workforce Development Board, where he has played a key role in bridging gaps between employers and underserved job seekers. He has contributed to numerous initiatives such as the Governor’s Master Plan for Career Education, the Launch Apprenticeship Network, and has worked with the Department of Rehabilitation and the State Council on Developmental Disabilities to expand pathways for those historically left out of the workforce.

From apprenticeships to upskilling, we must align training with economic demand, expand employer partnerships, and ensure that Californians—regardless of background—have access to quality careers that support their families and communities.”
